Sauté shallots and pepper in oil over medium heat. Add flour and stir well; add wine and reduce by 3/4th. Lower heat and whisk in butter and half-and-half slowly; add mustard, crabmeat and lemon juice. Spoon sauce onto plate and place flounder filets on top.
