Once the vases are filled, you can then slowly and carefully start to add water. This water will fill in any spaces around the gel beads and give the illusion that they have completely disappeared so that your decorations look like they are suspended in the water. Once your beads have rehydrated, it's time to start layering! Get all of the other decorations you're going to add to your vases ready and laid out in front of you. Start by adding a small layer of gel beads to the vase, then arrange some pearls/jewels/flowers on top of them, followed by another small layer of gel beads. Repeat this until your vase is full (leave an inch or so gap at the top) and you are happy with the layout.

If using bias tape, lay your fabric pennant so that it sits halfway across the bias tape, fold the top of the bias tape over the flag so that it is sandwiched in between and secure with stitching. Once you reach the edge of the fabric flag, keep the bias tape folded on itself and run a line of stitching until you reach the space for the next flag.
